Position: Assistant Manager, Technology Development

Directly reporting to Technology Assistant Director


The Technology Department is responsible for the development and operations of Web/mobile-based products developed and sold by Westlaw Japan K.K. Those products are built upon global software assets owned by our corporate group. Further, the Technology Department develops and operates programs for processing various data and the Content Management System (CMS) that support our products; performs tests and quality control of our products; and responds to technical inquiries from other departments.


The Assistant Manager is responsible for various managerial and operational tasks relating to (but not limited to): supporting Department Head; grasping the progress status of all tasks handled by all members in the Technology Department, while coordinating with other team members, Contents Development Department, sections that propose specifications, relevant overseas departments and sections in charge of infrastructure; ensuring that all projects in progress are smoothly promoted and achieved in accordance with fixed schedules and costs; and responding to technical inquiries from the Customer Support Center, the Sales Department, etc.

Job Responsibilities:

  • To analyze technical feasibilities, dependency relationships with other tasks, and impacts on existing products based on all the product requirements and specifications requested to be implemented by the Technology Department.
  • To respond to and manage technical inquiries from the Customer Support Center, the Sales Department, etc.
  • To coordinate specifications with sections that propose specifications, such as the Sales Department, and to coordinate editorial environments and policies with the Contents Development Department with respect to the processing of legal information.  
  • To ensure quality of products.
  • To operate and manage Web/mobile-based products stably and continuously.
  • To estimate man-hours for all relevant projects and tasks, identify tasks, allocate resources, and set schedules therefor.
  • To continuously improve development processes and development management processes.
  • To control vendors.
  • Draft and review specifications.
  • To manage relevant schedules and coordinate costs, etc. with respect to the development and operations of infrastructure.
  • To promote smooth technical knowledge sharing and training within the Technology Department.

Required Experience, Skills and Capabilities:

  • 10 years or more experience in system development/management position(s)
  • Experience of managing project(s) involving 10 members or more (5 years or more)
  • Knowledge of generally-accepted software engineering methods
  • Deep understanding of quality control of software development and structured analysis and design
  • Experience of Web system development using Java (5 years or more)
  • Experience of defining requirements for and operating BtoC or BtoB site(s)
  • Extensive knowledge of database technologies (particularly on Oracle)
  • The capability to perform and manage tasks on your own, under a project organization structure or within a distributed team
  • The capability to manage multiple priorities and execute projects/tasks with tight deadlines
  • High adaptivity, and flexibility to be able to handle new challenges, etc.
  • Excellent written and verbal communication skills in Japanese

Desirable Background and Experience:

  • Bachelor’s degree in engineering, law, economics, etc.
  • English language skills equivalent to the level of 800 TOEIC points or more
