RFP Repository and Proposal Writer

Job Description

Key Responsibilities:
Repository Management
Maintain, populate, and enhance an electronic repository of content (i.e., proposal snips, Q&A pairs) used for RFPs, RFIs, sole source letters, forms, and other contracting and procurement processes.
Collaborate with product experts and SMEs to regularly update the electronic repository to ensure that all product descriptions and technical pieces reflect the most current developments and enhancements.
Create language for the repository for new products and craft new responses to new questions from RFPs and/or forms.  Incorporate and index newly-created text into repository from a variety of sources (e.g., RFP/RFI responses, completed forms).
Effectively organize and index the repository to ensure the content can be used efficiently by Proposal Writers, SMEs, and other business partners.
Ensure content is formatted and proofed to adhere to approved branding and style guidelines.
Maintain/update SME list to ensure the list is current, accurate, and complete.
Answer inquiries from customers and internal business partners using the repository to provide consistent and accurate responses. Customize existing repository text for proposal responses as appropriate.
 

Tools & Resources Creation and Process Improvements

Maintain the HUB Proposal Resource Center (PRC) tools and resources on a regular update schedule and expand the PRC to include additional tools and resources as necessary.
Promote efficiency, consistency, and professionalism in all proposal responses.

Assist with miscellaneous projects as needed, such as presentation materials, reports, compliance, and staff training.
Contribute to the ongoing development of best practices and streamlining of processes and tools to effectively manage the ever-increasing volume of workflow.
Stay abreast of changes and trends in the industry and new product development and acquisitions.
Effectively utilize the department’s electronic contract management system, ProLaw.
 
Proposal Writing and Coordination
Coordinate and create proposal responses for government entities (federal/state/local), law firms, and corporations. 
Schedule, facilitate, and actively participate in bid strategy sessions with the RFP response team. 
Collaborate with key internal business partners (e.g., Finance, Segment, Channel, Contracts Counsel) to drive the proposal strategy and ensure complete proposal responses.
Assign action items/deliverables, and summarize meetings. 
Effectively communicate with contracting officers, purchasing officers, buyers, and other contracting personnel with respect to offeror’s questions, proposal delivery, clarification requests, BAFO/proposal revision, contract award, post-award debriefing, and other procurement-related steps.
Ensure that all proposal deadlines (internal and external) are met.
Assist with the analysis of complex/technical RFP requirements and interface with SMEs and business/product owners to evaluate potential business opportunities (i.e., bid/no bid decision).

Qualifications/Experience:
4 year college degree required; BA or BS degree preferably in English, marketing, technical writing, communications, or journalism.
3+ years of experience in proposal writing, technical writing, or similar experience.
3+ years of in depth project management experience.
Expertise with Microsoft Word and strong PC skills.
Experience writing and coordinating proposal responses to RFPs or RFIs for government customers (federal/state/local).
Experience with proposal presentation software (e.g., Qvidian) and/or database repository highly desired.
Strong technical aptitude and analytical skills; ability to learn new products/technologies.
Excellent organizational, interpersonal, written, and verbal communication skills.
Strong editing skills required.  Strong attention to detail.
Demonstrated drive, initiative, and ability to work independently in a fast-paced changing environment and to adapt creatively and successfully to change.
Demonstrated soft skills, including the ability to effectively interact, communicate, and work well as a team member with internal and external partners at all levels of the organization globally. Ability to build rapport and trust with internal stakeholders.
Investigative and problem-solving skills and ability to work across boundaries.
Must possess a high level of integrity and professionalism.
Ability to work under pressure to manage multiple priorities, often with competing and tight deadlines.
Willing to devote additional work hours as required by the business.
 
Preferred Skills:
Prior experience in information technology/software and/or the legal publishing industry.
3+ years experience in the Thomson Reuters Legal organization, with strong knowledge of Thomson Reuters Legal products, technology, services, and internal business processes.
Membership in a professional organization such as APMP (Association of Proposal Management Professionals) a plus.
